This memorial can be found near one of the biggest parks of Chisinau, the capital city of the young country of Moldova, one of the former Soviet Union Republics.
As one can read on the board (and as far as I can understand it): "To the memory of police officers fallen in the line of duty."
The monument is apparently guarded by two police officers. At least it was for the couple of times I passed nearby.
