Die vermutlich unter Bischof Waldo von Freising (regierte 884–906) errichtete, urkundlich 894 erstmals erwähnte, in ihrem heutigen Erscheinungsbild spätgotische Kirche mit romanischem Kern diente als Translatio der Reliquien der Märtyrer Primus und Felicianus. Ab Ende des 9. Jahrhunderts war sie Urpfarre und Missionszentrum des Bistums Freising in Kärnten.
