This marker is located on Ave. Del Pacifico in Tijuana's Playas neighborhood..about a block south of the border with the United States.
The marker reads:

FUE INAUGURADO EL 25 DE JUNIO DEL ANO 2010
POR EL PRESIDENTE MUNICIPAL DE TUJUANA
JORGE RAMOS HERNANDEZ
EN EL MARCO DE LOS FESTIJOS DEL
'BICENTARIO DEL MOVIMIENTO
DE LA INDEPENDENCIA NACIONAL
Y DEL CENTENTENARIO DEL
INICIO LA REVOLUCION MEXICANA"

which translated into English means:

"Seaside walk Bicentennial
inaugurated June 25, 2010
by Mayor
JORGE RAMOS HERNANDEZ
in connection with the
Bicentenial Movement Festivities
National Independence Movement
and the Centenial of the Mexican Revolution."

As Wikipedia (visit link) informs us, the independence struggle began in 1810 and ended in 1821.
"The Mexican War of Independence (1810–1821) was an armed conflict between the people of Mexico and the Spanish colonial authorities which started on September 16, 1810. The movement, which became known as the Mexican War of Independence, was led by Mexican-born Spaniards, Mestizos and Amerindians who sought independence from Spain. It started as an idealistic peasants' rebellion against their colonial masters, but ended as an unlikely alliance between Mexican ex-royalists and Mexican guerrilla insurgents."
