The marker reads:

which translated into English means:

"Seaside walk Bicentennial
inaugurated June 25, 2010

National Independence Movement
and the Centenial of the Mexican Revolution."

As Wikipedia (visit link) informs us, the independence struggle began in 1810 and ended in 1821.

The movement, which became known as the Mexican War of Independence, was led by Mexican-born Spaniards, Mestizos and Amerindians who sought independence from Spain.
