The overlook it's close to what use to be a windmill (Moinho das Pedras Brancas, which means White Stones windmill), not far from the hamlet of Umbria, in Serra do Caldeirão (Caldeirão mountains). It's not directly on PR15 (official hiking trail) but it's a small detour from this circular route.
