The architect of the townhall, J. Bakema, tried to express the connection with the sea and port activities of Terneuzen.
The backsite of the building suggests a ship's bridge. This side is facing the sea. The frontside is facing the town and its inhabitants.
As the town grew an expantion was required. In 1997 the architect K. van Velsen designed this, with a new entrance in a corridor, that connects the two buildings. It is a modern building. The distance between the two buildings was needed to give them both the possibility to show their own architectonic quality.
