Allen Canning (the building that Popeye stands in front of) is the manufacturer of Popeye Brand spinach, and other canned vegetables as well. Of course, from the Max Fleischer cartoons, he is known to gain his strength after eating a can of spinach. Allen Canning uses Popeye's image on their labels.
I'm not able to ascertain how long Popeye has been here, but all of the locals I've talked to say he's been standing there since the '60s. Up until a few short years ago, you were able to walk right up and take a picture standing with him; however, vandalism (i.e., stolen pipe and can) has made it neccesary to fence him off from the public. He is clearly visible, though, being only 10' behind a fence.
