The Person
Josep was born in 1852 in Begur and was a lawyer, politician and historian. He died in 1918.

This area of Spain is Catalonia, and many Catalonians wish to be an independent nation separate from Spain. Spain.Josep was an active campaigner for Catalonia and helped to form the organisation called Young Catalonia in 1869. He was also editor of ‘The Spanish Regional’. In 1896 he was elected in the nearby province of Girona, and in 1905 became an Alderman in the city of Barcelona.

He also wrote legal and history books and had numerous articles published in the Journal of Law of Catalonia.

The Tower and Plaque.
Begur is a coastal town that was subject to many attacks from Moorish pirates. After the pirates ransacked a castle on the top of the hill above Begur, a number of the larger houses incorporated defensive towers into the buildings in the 16th and 17th centuries.

Josep lived in this house with one of the defensive towers. The plaque is on the outside wall of the tower. The house is privately owned and there is no public access to see inside the tower.

Text Translation
The plaque can be roughly translated into English as 'Homage to village historian Josep Pella i Forgas of Begur, counselor of Emporda and for his illustrious services.'

with a little help from http://www.stars21.com/translator/catalan_to_english.html and my liberal interpretation of the reults.
