This monument of NASCAR legend Darrell Waltrip is located outside the main office and gift shop at Kentucky Motor Speedway in Sparta, Kentucky. Waltrip is now a broadcaster for NASCAR Cup races on Fox.

The base of the monument reads:

This monument is dedicated June 16, 2001 to Darrell Waltrip, a 29 year veteran in the NASCAR Winston Cup Series winning 84 races, thre championships (1981, 1982, & 1985), and the 1989 Daytona 500 while under the sponsorhip of Tide.

An Ownesboro, KY native, Darrell played an integral role in the design and development of the Kentucky Speedway. His dedication to God, family, NASCAR, the State of Kentucky, and to race fans throughout the world will be forever appreciated.

The monument looks to me as if it is of him celebrating his very emotional 1989 Daytona 500 victory where he performed (or tried to perform) the "Icky Shuffle".
