Jindrich Metelka (1854-1921) was a traveler, cartographer, and one of the founders of Czech Geographical Society (1894). In 1909 he was elected as a deputy into Austrian Imperial Council and he was active in lobbying for the rights of Czech minority in Northwestern Bohemia. After 1918 he was a deputy of Czechoslovak parlament.

The memorial is located in city park which is called after Jindrich Metelka. It is a marble block with a relief portrait and text "Jindrich Metelka - Father of Czech minorities - 1854-1921".
