The plaque at the site describes the project as such:
"This emblem commemorating Canada's centennial year is constructed with stones collected and placed here by members of the Girl Guide and Boy Scout movement of the Kingston area in cooperation with the Parks and Recreation Committee, June 3rd, 1967"
This is a very interesting emblem and a great year (I was born in '67). If you're in the area, it's a great dedication to Canada and a great dedication to the spirit of the youths involved.
