This wheel is part of the system that allows water into the locks for boat traffic. When the boat moves into the lock and the gates are closed, the sluice gate is opened to allow water into the lock (from a source higher than the current lock). This allows the boat to rise to the next lock level and pass through. These locks are 189 years old and still use the same technology as they did back then. When in the area, check out the scenery, it's absolutely beautiful.
