This is a simple plaque, embedded in the concrete walkway of the Freedom Walk, in George Washington Park, in Centralia, WA.

The plaque reads:

"In Memory of the Comrades
of the U.S. W. V, 1898-1902
from Col. John H Wholley Aux.
No 11. Centralia WA"

The plaque is located just a few feet from the "doughboy" statue, and between that statue and the long memorial that lists the names of the servicemen and women who perished in the wars of the last century.

In my photo of the statue, there is another plaque between the statue and the Spanish American War plaque; this is the Centralia Time Capsule plaque.
