This high water mark reminisces the 1995 high water in the river Rhine in its branch locally called Waal. During this period, the risk of flooding was so high, that 250,000 people were forced to evacuate the area between the rivers Rhine and Meuse. Most of these people found refuge with family or friends elsewhere in the country, we had a cousin stay with us for a week.
During this period, CNN started its report on the high water with the famous words: "There is real threat of flooding in The Netherlands. Half the country is below sea level", suggesting that half the population was at risk, but this definitely was not true.
The mark itself is at an opening in a protecting a wall which can be closed when there is a risk of high water.
