The rivers in the surroundings of Pardubice formed a natural boundary of the developing medieval town and provided it with a certain level of protection, but these rivers - i.e. the Elbe, Chrudimka and Loucná with their typical through-flow of water varying in the course of the year – endangered, due to their character, both houses in populated areas and industrial plants founded nearby. The Chrudimka river was closely connected with the life in the town; the river flows through a flat part of the town’s surroundings and its former meandering riverbed, along with low banks, caused frequent flooding, afflicting the town for many centuries.
Sometimes around 1903 it was decided that Chrudimka river has to be regulated here and its riverbed has to be altered. The regulation work started in the spring of 1907. The river banks were reinforced using granite slabs, embankment walls were built near the buildings, and also the bank along Bubeník’s park and Olšinky was paved with granite. The riverbed needed to be secured with strips made of large levelled stones and reinforced with pilot terrace walls. Water ran through the new riverbed for the first time on the 10th December 1907.

In May 1909 a tendering procedure was announced for performance of construction work along the Chrudimka river and also for delivery of an iron bridge and a movable weir. The iron bridge and the weir were built by the First Bohemian-Moravian Factory (První Cesko-Moravská Továrna na stroje), involved in making machinery and also with its seat in Prague. The iron bridge spanning the Chrudimka river, made by Prague Bridge Company (Pražská Mostárna) was finished in 1910 and replaced a wooden bridge connecting White Gate Square (Belobranské námestí) and Mezi Mosty street.
