In a statutory order from the 12th May, 1426 the first mention of the city hall of Ilmenauer occurred. On 24th May, 1624 it became a town fire victim. In 1625 the reconstruction occurred. Heaviest of all Ilmenau fires on 3rd November, 1752 the city hall has almost completely been destroyed again, but the Renaissance main entrance and the bay window consoles resisted the flames. Between 1764 (age determination: weather vane) and 1786 the city hall probably was rebuild with mortar under use of the existing foundation walls based on old drawings. From 1900 'til 2002 the construction was extended by a three-bladed annex.

Under the southeast bay window the pillory was as a public place of execution. Iron collar, handcuffs and shackles which were appropriated in 1999 again reminds of it. A board makes clear that it was absolutely unconducive for the concerning person to stand in these footlights:

"Für Garten- und Felddiebstahl, Hehlerei, Gotteslästerung, Verleumdung oder in bestimmten Fällen von Unzucht wurde die Strafe des Halseisens verhängt. Der Verurteilte musste in der Regel ein bis zwei Stunden am Pranger stehen. Meist wurde die Strafe an Sonn- oder Markttagen vollzogen, um eine besonders abschreckende Wirkung zu erzielen. Bis zur Einführung des Strafgesetzes von 1839 fand diese entehrende Strafe Anwendung."

"For garden and field theft, receiving of stolen goods, blasphemy, defamation or in certain cases of sexual offense the punishment of the iron collar was covered. The convicted had to be pilloried as a rule one to two hours. Mostly the punishment was carried out on Sundays or market days to achieve an especially deterrent effect. Up to introduction of the penal law in 1839 this disgraceful punishment found application."
