The title of this work is "Angel of Hope and Messenger of Peace" and was created by sculptor Hector Manuel Montes García. The piece is dated 2008. The accompanying plaque is in Spanish...and interpreted by this website (visit link) into English reads:

"Always with the hope of goodness and equality for everybody, wisdom, love, and peace for humanity.”

The Wikipedia article (visit link) on angels identify them as first being mentioned in the ancient Hebrew Bible...and are charged with carrying God's message and at times carrying out his will. Other religions also recognize angels or similar beings.
