The memorial is a plaque on a large boulder at the viewpoint at the top of Lewiston Hill.
C.C. Van Arsdol was born in 1851 and died in 1941. He was a Civil Engineer who work for several railroads and on a number of highway projects. He was in charge of the construction of the Lewiston Hill highway project that was completed in 1917. The project was 9.5 miles long and gained 2000 feet in elevation through a series of sharp curves up the hill.
