I can see the plug hole has been blocked, but I can’t tell whether the bath is full of water.
It's a very appropriate sign for a bath showroom.

This bathroom showroom is currently being refurbished. Winsor bathrooms are taking over the premises. The website will show you the range of things they sell, but only mentions another shop on the other side of the city.
The stock looks like it is high quality stuff they sell.
There is a bath above both entrances to the showroom.
