Pocátkem brezna 1916 se usnesli zajatí ruští dustojníci, že postaví na josefovském vojenském hrbitove památník. V souteži zvítezil návrh zajatého architekta A. M. Makarova, ale ten se nelíbil rakouskouherskému ministerstvu války, který ji nepovolilo. Nakonec byl postaven pomník na návrh ruského zajatého sochare N. A. Suškina.
Monumentální socha je 9 metru vysoká. Na stylizované skále s masivním jednoduchým krížem vytvoril autor symbol utrpení - hlavu Krista s trnovou korunou. Klecící bojarská dcera s typickou celenkou predstavuje prítomnost Ruska a zosobnuje matku Rossii, jak placíc nad hroby svých synu klade k mohlye venec. Behem dešte se skutecne zdá, že žena pláce. Na druhé strane je postava statného bojovníka opreného o mec a strežícího v hlubokém zadumání pozustatky svých vnuku, která má predstavovat minulost Ruska. Jeden z nich sleduje nápis vyrytý do skály: "Kéž budoucí pokolení u vecné památce v srdcích svých zachová upomínku na ty, kdož ve velké evropské válce položili život svuj za cara a vlast.

Celý pomník byl postaven pouze ruskými zajatci za stálé prítomnosti vojenské stráže. Po petimesícní intenzivní práci byl památník dle 17. prosince 1916 slavnostne odhalen za prítomnosti všechn internovaných ruských dustojníku a za delegace vojáku a dustojníku neprátelského Rakouska. Dokonce velitel zajateckého tábora plukovník Mollik pronesl slavnostní rec a ruský podplukovník mu nemecky podekoval. Slavnostní odhalení památníku bylo provedeno s vyloucením verejnosti.

Památník byl v roce 2005 restaurován A. Wagnerem. Investorem opravy bylo velvyslanectví Ruské Federace.

The entire monument was built by Russian prisoners of war just as permanent presence of military guards. After five months of intensive work was a memorial by the 17th December 1916 unveiled in the presence of all the internees of the Russian delegation for officers and soldiers and officers enemy of Austria. Even the prison camp commander Colonel Mollik said oration and a Russian lieutenant colonel thanked him in German. The ceremonial unveiling of the monument was made in camera.
