Nearly every town, county, and province in Korea has it's mascot and a product that is its signature attraction. For Yeongi County it is peaches, and the character "Eutteumi" who "personifies the image of the peach symbolizing the future of prosperity and hope"
The slogan around the edge of the elevated sign is, "Leaping Forward with Harmony and Hope," at least roughly translated.
The sign is located in a triangular plaza, along with a Rotary International Monument, on National Highway 1 in the town of Jochiwon, governmental seat for the county (gun).
