In the 1980s a Vietnamese backed government ruled Cambodia, following the Vietnamese backed ousting of the former Khmer Rouge government of Cambodia. As a sign of friendship the Cambodian government erected a series of monuments in Cambodia to symbolise this cordial (and everlasting) relationship between the two countries.

This particular monument is in the small city of Sihanoukville, located on the south coast of Cambodia. The monument stands in a small park.
