The Horta City Hall (Horta is on Faial Island in the Archipelago of the Azores) is located in part of a former 16th century Jesuit college, which also houses the Igreja Matriz São Salvador and the Museu da Horta.

The frieze is a crest that includes the helmet of a medieval suit of armor with a feather on top. The helmet appears to depict the rank of "Protector." The crest design includes asymmetrical swirls.
"Dominating the square of Duque d’Avila, the imposing parish church, Igreja Matriz São Salvador, has a beautiful Baroque façade looking towards the sea. The construction works started already in 1680, but it was only in 1760 when the church was consecrated. The church is part of a former Jesuit college, for which the foundation was laid in the beginning of the 16th century and which today houses the Town Hall and the Museu da Horta."
