This appears to be a memorial fountain. A plaque on it reads:
N'este sitio de santa cruz em 1832 se improvisou a custa dos habitantes da cidade da horta um arsenal maritimo, que foi offerecido a S M.I.O. Duque de Bracanca aqui se aprestou uma parte da armada que levou a arenosa do pampelido os 7:500 heroes liberaes esta memoria a mandou por a camara municipal, era 1877.
This appears to be referring to Portugal's Liberal Wars, also known as the Portuguese Civil War, the War of the Two Brothers, or Miguelite War. This war, which lasted from 1828-1834, was between progressive constitutionalists and authoritarian absolutists in Portugal over royal succession. The death of King João VI of Portugal in 1826 resulted in a dispute over royal succession. The eldest son Pedro I of Brazil, who was briefly made Pedro IV of Portugal, was the rightful heir to the throne. See the Wikipedia article about this war for details (

In April 1831 Pedro abdicated in Brazil and sailed to Britain to organize a military expedition. Next he sailed to the Azores to set up a government in exile. When he sailed from the Azores, he took with him 8,300 men, including 7,500 soldiers, two frigates, a corvette, two brigs, four schooners, and forty transports, and three brigades of field artillery. In July 1832, as Pedro IV of Portugal, he landed near Porto and the rest is history.
