Kampong Cham is the most populous province of the twenty four provinces of Cambodia (plus the national capital, Phnom Penh). Its population is given at 1.6 million people (out of a national figure of 15 million). The capital city of the province is also named Kampong Cham. The Mekong River runs through the centre of the province and provides a means of transportation. The eastern side of the province abuts Vietnam. The city lies two hours by car or bus to the north east of Phnom Penh. The city itself has a population in the 60,000 range (the 3rd largest city in Cambodia). The majority of the population live an agricultural, rural life.

The law courts are in the 'government' part of town. There are several largish buildings within a compound. No sign of security, and looked (on a weekday) very quiet. There were no historical documentation that I could see.
