Kampong Cham is the most populous province of the twenty four provinces of Cambodia (plus the national capital, Phnom Penh). Its population is given at 1.6 million people (out of a national figure of 15 million). The capital city of the province is also named Kampong Cham. The Mekong River runs through the centre of the province and provides a means of transportation. The eastern side of the province abuts Vietnam. The city lies two hours by car or bus to the north east of Phnom Penh. The city itself has a population in the 60,000 range (the 3rd largest city in Cambodia). The majority of the population live an agricultural, rural life.

Cambodian provincial governments are appointed by the central government. Only at a local level is there elected representation, apart from national elections, which always return the government of the Cambodia Peoples Party. The city government building of Kampong Cham is a relatively modest structure, set back from the Mekong River, near the centre of the town. When I visited there were no English language publications available, nor anyone who spoke English (weekend). Thus I was unable to ascertain any significant facts concerning the government or the building. This building itself is of a relatively straightforward design. The street upon which the building is situated is unnamed, as are many streets in the town.
