This statue is of Chao (King) Ponhea Yat (c.1393–c.1463 AD), the legendary figure who made the city of Phnom Penh the capital of Cambodia. He was responsible for moving the capital eastwards from Angkor Wat to Phnom Penh, due to the depredations of the Siamese (Thailand) armies. His ashes are interred near the site of this statue, in Wat Phnom, which was also the founding point for the city. Little else is known about this king.

His statue is situated just above the 'grass' clock on the southward slope of the hill upon which the Wat sits. The seated king is flanked by faithful followers.

The historicity of this king is problematic as there are no extant records of the city from this time.
