In the late 1970s, following the Vietnamese backed ousting of the previous Khmer Rouge government of Cambodia, a Vietnamese backed government ruled the country. As a sign of friendship the Cambodian government created this monument, which commemorates the cordial relationship between the two countries.

The monument consists of two soldiers standing guard over a Cambodian woman holding a baby, on a plinth. The style of the figures has been described as 1930s 'Soviet realism'. The statue is located in the middle of Hun Sen Park, near the Mekong river.

Due to the ever changing nature of the friendship between Cambodia and Vietnam the monument has come in and out of fashion. In 2007 a bomb was detonated at the base of the statue and a year or so earlier an attempt was made to burn the monument with petrol.
