According to the information sign in Wat Preah Phrom Rath, this Wat is the first Wat built in the town of Siem Reap, thus it is the first. The date given is 1500 AD.
With that being said, Siem Reap lies only a few kilometres from Angkor Wat, a far grander temple, and very little of the existing Wat looks to be original. However, this Wat lies squarely in the 'old part' of the town, and there are religious artefacts which are clearly of some age. The claim, while difficult to substantiate, is not without merit. Very likely it was the first Wat built in the town of Siem Reap, subsequent to the collapse of the Khmer empire in the previous century.
The Wat itself has been extensively refurbished, and is now an attractive 'tourist' Wat, certainly worth a visit in itself, if you happen to find yourself in central Cambodia.
