Siem Reap is home to the most important tourist site in Cambodia—Angkor Wat, thus the town is of prime importance to the national economy, however, this importance is not reflected in the size nor quality of the town's bus station.

The actual bus station structure is a small affair, capable of handling no more than a dozen buses at most, most likely it was built some time ago, when the city was far less important, however, now it is not even used to house buses. Rather the station itself shelters parked cars, presumably those of the more important (wealthier) bus company managers, while the actual buses are parked along the street, with hordes of touts, agents, and lots of people of all types wandering about, with food stands, and restaurants, and shops of every type, on the opposite side of the road. Add in lots of dust and dirt, shouting and engine noise, plus motorbikes whizzing past, and you have an exciting scene.

Siem Reap is the focus for the economic development of Cambodia. Young Cambodians are drawn to the place as if it were a magnet, seeking jobs and social advancement. Tourists use the town as a launching point for their exploration of the country. The town is booming, and growing rapidly. Thus, buses of all sizes and classes leave and arrive at this bus station from and to every destination in Cambodia, all day and late into the night.

I suspect that within a few years, assuming the Cambodian government plans accordingly, that a new and more grand bus station will be built for Siem Reap. It could certainly use a new and much improved station.

* There is such a thing as the famous/infamous Siem Reap bus scam, to wit: in Thailand one buys a bus ticket to Siem Reap, but rather than being delivered to this bus station, passengers are conveyed to a hotel, a hotel which has 'paid' the bus company for the pleasure of your company. The hotel will hope that, after arriving late at night, you will chose to stay with them rather than try and find your booked hotel. It sounds foolish, but it does occur.
