Today, the city of Mendocino in northern California is mainly an artist's colony. Many years of friendship between Mendocino artist Bill Zacha and Toshi Yoshida, an artist from the Japanese village Miasa, eventually lead to an official city partnership, which was formalized in 1980. Every other year Miasa students visit Mendocino middle school students.
Two years after the partnership was established, the first official visit of Japanese students took place. It was during that visit, that citizen of both places dedicated this plaque to the peaceful pursuits of the peoples of the Pacific Basin and to the protection of its environment.
It is located at the shoreline of Mendocino Headlands State Park, one of the westernmost points of California.
