According to research I did, then Senator Kennedy and wife were invited by Judge Edmund Reggie, who was leader of JFK's Louisiana campaign. They were the honored guests for the 1959 International Rice festival (held annually in Crowley) and afforded then Sen. Kennedy the opportunity to address a crowd of 130,000 people (some estimates the crowd at 135,000). The marker was placed in 2008.

?Erected by the City of Crowley. Marker text states:
On Friday, Oct. 16,1959, Sen. John F. Kennedy (D) from Massachusetts, delivered a campaign speech in pursuit of the 1960 Democratic Party's nomination for the office of President of the United States. From the stage of the 23rd International Rice Festival, he and his wife, Jacqueline Bouvier Kennedy, spoke to an enthusiastic crowd of thousands of Louisianans.
