The Heard Museum is internationally renowned for its role in preserving, and fostering Native American arts and culture. With the blessings of the O'Odham, the native people of this area, the artist, erected this inukshuk to grace the plaza at the Heard Museum. It is accessible 24 hrs a day.

According to wikipedia, William Noah s a former territorial level politician and artist. He served as a member of the Northwest Territories Legislature from 1979 until 1982.
