In the 1850ies the old town walls that constrained further expansion of the city were teared down. Alderman Karl Sarasin was a driving force to give some of these areas to the public as parks or public green spaces. In the South-West corner of one of those parks, St. Alban-Anlage, there is this memorial to commemorate this.
The inscription says:
Alderman Karl Sarasin
1815-1886
Founder of the sites on the area of the outer moats.
