Sir Thomas Stamford Bingley Raffles (1781–1826) was a British statesman, who is best known for his founding of Singapore in 1819 (surely one of the more successful actions of the British Empire).
This life-sized, most likely bronze statue of Raffles is situated at the main entrance to the Victoria Concert Hall (WM56YQ), and was erected in 1919 to commemorate the centenary of the existence of Singapore. Raffles is depicted wearing formal dress of his time, with his arms folded and looking outwards from the Concert Hall, with a forward and purposeful stride. The statue stands on a ~3m high white plinth. There is a biographical plaque on the plinth (in gallery).
The plinth reads:

This tablet to the memory of
Sir Stamford Raffles
to whose foresight and genius Singapore
owes its existence and prosperity
was unveiled on February 6th 1919 the 100th anniversary
of the foundation of the settlement
The statue is an impressive piece of artwork, and it suits well its surrounds.
