Sculpture is of a pelican (Louisiana's State Bird) with wings spread and appears to be feeding young chicks. I really do not know any background on what significance this had for the Bicentennial, but the markings on the sculpture clearly state

The piece was created by Frank Hayden, a Southern Faculty member from 1961-1988. He died in 1988. Sculpture is listed as a Smithsonian Art Inventory.
