The following is from the plaque attached to the sculpture.

Vallarta Dancers
The inspiration for the sculpture is the youthful energy, flowing movement, colorful costumes of the talented Xiutla Dancers and their instructor and choreagropher Prof. Enrique Barrios Limon.

Special thanks to Mayor Gustavo Gonzalez Villasenor and the patrons of the arts whose generous contributions made this sculpture possible.

Sculptor Jim. Demetro.

About the sculptor,
(visit link)

Working from his studio in Battle Ground, Washington, Jim Demetro has quickly become one of the Northwest's most dynamic sculptors. His works feature the interactive elements of fire and water, adding life and dimension to the timeless nature of bronze sculpture. "Each piece depicts the warmth and sensitivity of the child/adult interaction in the unending cycle of life. They reflect love, harmony, and unconditional respect for all." Jim is a self taught sculptor with a background in Engineering. His work in the field of industrial process control has taken him to most parts of the United States and the four corners of the world. While travelling with his wife and twin daughters, Jim has been inspired by the finest art and artisans of the world. After winning many awards for his paintings as an amateur, in 1992, Jim retired from the engineering field to pursue his dream as a full time fine arts sculptor. His life size works can be found in galleries throughout Oregon, Washington, and New Mexico.
