Jesse Leroy Brown was the first African-American naval aviator in the US Navy. He was shot down near the Chosin Reservoir in Korea during the Korean War. This monument stands at the corner of Jesse Brown St and Country Club Dr (although the sign is misspelled, i.e. Jessie). See Wikipedia for full info:
