The monument is in full-blown Soviet heroic style (so called "Stalin-baroque"). It was the first bigger construction in Vienna after the war. It consists of 15 tons bronze and about 300 cubic metres of various sorts of marble. The whole construction is in the care of City of Vienna today.

In the middle of the monuments stays a nearly 12 meter tall bronze statue of a Russian soldier with a flag, sub-machine-gun and a shield. The statue itself was designed by an Armenian sculptor Michail A. Intisaryan, who fought in the Red Army at the end of the war in Austria as a private. The marble plinth under the statue is about 20 m tall and bears plates with quotes of J. Stalin and the names of Russian soldiers fallen in the battle of Vienna.

The Russian inscription up on the balustrade with 26 columns (by S. G. Yakowlew) says: "Eternal salvation to the heroes of the Red Army, who fell in the fight against the German-fascist land robbers for the freedom and independence of the nations of Europe." The inscription on the plate in the front says (in German and Russian): "Monument in honours of the soldiers of the Soviet army, who are fallen for the freeing of Austria of fascism. April 1945."

The monument is none too popular with older Viennese, who still recall the brutalities endured in the Russian zone until 1955. Shortly after the monument was dedicated, it was called in the vernacular "Denkmal des unbekannten Plünderers" ("the monument of an unknown looter"), today it’s called by the locals Russendenkmal ("Russian monument").
