You will find this weird traffic light at a very busy intersection in Lhasa, Tibet.

Local people like fast driving. Therefore "GREEN" is the preferred colour and has to be on the top of a traffic light.
They dislike stopping. Therefore "RED" is less important and be found at the bottom of the set of lights.
But to be honest, that is the only traffic light I saw in this constellation.
