[EN] The west wing (on the left) is known as the Palais du Neuf Marché, or New Market Hall and is the oldest part of this structure.

Construction began in 1499 to house both the Burghers' Assembly and the Exchequer of Normandy (the high judicial and small court). Originally, the building was flanked by four small corner towers and was reached by a central staircase. In 1508, a new building, perpendicular to the west wing, was started. Known as the Palais Royal, or Royal Palace, this addition was completed only in the Mid-16th century. In the meantime, the French king, François the 1st had transformed the Exchequer into the Parliament, or High Court of Normandy.

This central building was decorated in an extraordinary Gothic style. The decorations culminate at the roof line with interlaced rosettes, crocheted pinnacles, four-centred arches, gargoyles and statues.
