The Carl Noren Conservation Access is a popular boat access ramp to the Missouri River put in place after the great flood of 1993. However, a local resident has led a one man crusade to beautify the access with a serenity park that he built and maintains even though a raging river at flood stage can obliterate some of his work. One feature is a tall tree branch with up river and down river direction signs. It looks new this year. It was particularly helpful for the annual Missouri River 340 canoew/kayak endurance race that has been taking place in the summer for the past several years. It provides a handy reference for race contestants from all over the United States and foreign countries too! It is also a helpful to our Lewis & Clark National Heritage Trail visitors interested in following Lewis & Clark's river highway through Missouri

Joe Wilson has worked hard to beautify the access for the City of Jefferson as a personal crusade in spite of its location in the floodplain. The Missouri 340 national canoe/kayak endurance race drove the idea for this tree with the distance/direction arrows. It is one of the checkpoints for participants to stop briefly before proceeding down the Missouri River.
