Jefferson Rock Stairway - Harpers Ferry, WV - Outdoor Stairways on Waymarking.com

These stairs lead from High street up to the catholic church and then to Jefferson Rock. The steps were carved in the 1800s. They're uneve, so don't try to run up them. From Jefferson Rock, you can get a nice view.
