The unique building situated in Liberec downtown close to theatre and Town hall links independently regional scientific and public library with synagogue. Both institutions serve as educational and information centres, as point of gathering and cultural recreation for general public. The building symbolizes the recompense of other culture groups living in this region, their reconciliation and it is reminder of human despotism and violence. The design of the library was made by the leading Czech architectural design studio Sial.
