This overlook, called The Tower, looks out over one of the areas of Blackland Prarie in the Arbor Hills Nature Preserve in Plano.

This structure, reminiscent of classic State and National Park architecture, is built on the side of a hill in such a manner that one can walk to it from the concrete Tower Trail" without leaving a level surface. It provides a panoramic view of an area of the Arbor Hills Nature Preserve that replicates the Texas Blackland Prairie.
According to Wikipedia, the actual Texas Blackland Prairies are a temperate grassland ecoregion located in Texas that runs roughly from the Red River in North Texas to San Antonio in the south. More info here: (visit link)
