This particular Waymarked cover is actually located in the Garden District, under the front door step of the B&B where we stayed our first night in New Orleans.
I later saw several of these as we strolled throughout the French Quarter. Evidently the covers are quite a signature piece of New Orleans, and have been fashioned into 'works of art' as you can see in the photos we took of a gift shop window.
