Kingsport is a planned city laid out around the early 1910's to take advantage of the intersection of navigable Holston River and Clinchfield railroad with the area's natural resources. Part of the original master plan was Church Circle (waymark WM4RV7) with First Baptist (waymark WM4QPB), First Presbyterian, Broad Street Methodist, and First Methodist churches occupying the main spokes. A downtown hotel (now replaced with a bank) and the electric power company headquarters are the other two buildings on the circle. In 1969, the two methodist churches merged. The surplus building became the fine arts center for Kingsport, until the former John Sevier school (waymark WM4RK5) was renovated for this purpose. The building was returned to the UMC which converted it to an activities center. There is actually a tunnel under the street to join these two buildings. Broad Street UMC continues its growth with the addition of a new children's education wing.

Street address is 100 E Church Circle, although no parking is there. There are two parking lots behind the main building and the activities building.
