Built in 1988, Eastman's $85 million wastewater treatment plant is the fourth largest in the U.S. chemical industry and is unique. While most wastewater treatment plants are in-ground, the twelve aeration basins are supported by 2,400 concrete columns seven feet above ground over eight acres. The rationale was that was the only way to have a 100% ability to detect leaks as required by law. It has complete redundancy of equipment and instrumentation. Eastman's plant achieves a waste removal efficiency of 99.5 percent and meets all current environmental standards with a capacity of 30 million gallons per day. The system treats industrial waste water from more than 400 buildings situated on 1046 acres. (Sanitary waste water is sent to the City of Kingsport facility.)

Counting as multiple users due to both Eastman Chemical and Primester companies send wastewater to this facility. Is govened by a NPDES permit.

Cooridinates are along Wilcox Drive which provides a good view of the facility.
