This compass rose is on the tarmac at Delaware Municipal Airport. Given its size, it would appear to be used to help pilots who are flying in the area. It is white and blue, with a blue design in the center. North is indicated textually.
Normally there isn't a plane sitting on it. This was marked during the "Wings Over Delaware" air show. During said event they decided to park a B-25 on the compass rose.
