Immediately east of Four Embarcadero Center is Justin Herman Plaza, the setting for one of the City's most famous and controversial landmarks, the Villancourt Fountain. Created by Armand Villancourt in 1971, the fountain is comprised of 101 precast aggregate concrete boxes designed in such a way that visitors can walk over, under and through its waterfalls.
