This appears to purely for decoration. It is located inside the front door.
The coordinates are approximate, because I could not get a signal inside. Since there is no parking in front of the building, you will most likely park in the lot behind the building. Enter the back door (near the solar powered trash compactor), go up one flight of stairs walk about 50 feet to the compass rose (near the municipal flag).
